Services

Jobs Fund application assistance

The Jobs Fund is an important Government initiative that was set up and launched in June 2011 by the National Treasury (administered by the DBSA), in order to provide funding to projects which will result in significant job creation in South Africa. The aim is to create about 150 000 jobs over 3 years with a total budget of R 9bn (R60 000 per job created). The specific focus of this fund amongst other groups is the youth.  The funds will mostly be deployed on labour intensive projects with minimal focus being placed on start up companies that were merely set up take advantage of the allocated budget. 

There are four main areas of focus for the fund:
I. Enterprise Development
II. Infrastructure Investment
III. Support for Work Seekers
IV. Institutional Capacity Building

The second round for proposals was officially opened on 2 April 2012 - with R1.5 billion having been deployed during the first round.

Assuredex

Assuredex was established in June 2011, with the aim of assisting corporate South Africa to meaningfully report on their sustainability in accordance with the Global Reporting Initiative (GRI) guidelines – GRI3.1, the much acclaimed King III on corporate governance, as well as ISAE 3000. Through its association with Empowerdex (Pty) Ltd, Assuredex has identified a rapidly growing market wherein there are few service providers operating in this space. With sustainability reporting forming a critical component of an integrated report, it has become onerous on corporate citizens to be more transparent about their environmental issues – both good and bad.

Assuredex is a member of the Independent Board for Auditors (IRBA), which implies full accreditation to offer external non-financial audit assurance services on any subject matter. As such the quality of the firm’s services is underpinned by integrity and transparency.

The firm’s assurance methodology is such that Assuredex’s clients gain knowledge on the subject matter throughout the process, and that clients are as a result empowered to “do it for themselves”.

Sustainability Reporting
• External assurance on sustainability reports in compliance with GRI’s G3.1 Guidelines, ISAE 3000 and King 3 Code on corporate governance.

Other Assurance
• Assuredex is registered with the Independent Regulatory Board for Auditors (IRBA), and is therefore certified to offer non-financial audit assurance services on all other reports. Our service offering currently excludes financial statements audits.

Exempted Micro Enterprise (EME)

Any enterprise with an annual total revenue of R5 million or less, or is a recently formed or incorporated entity that has been in operation for less than one year (start up enterprise) would qualify as an Exempted Micro Enterprise (EME). EME’s are deemed to have B-BBEE Status of “Level 4 Contributor” having a B-BBEE procurement recognition of 100%. If an EME’s is more than 50% black owned, it is elevated to have a “Level 3 Contributor” having a B-BBEE procurement recognition of 110%.

More than 50% Black Owned means an entity in which:
• black people hold more than 50% of the exercisable voting rights
• black people hold more than 50% of the economic interest
• has earned all points for Net Value

Black = African, Coloured and Indian South African Citizens

Black individuals has the meaning defined in the Act qualified as including only natural persons who are citizens of the Republic of South Africa by naturalization:
• Occurring before the commencement date of the constitution of the Republic of South Africa Act of 1993; or
• Occurring after the commencement date of the Constitution of the Republic of South Africa Act of 1993, but who, without the Apartheid policy would have qualified for naturalization before then.



Value-Adding Enterprise:
An entity registered as a vendor under the Value-Added Tax of 1991, whose Net Profit before tax summed with its Total Labour Cost exceeds 25% of the value of its Total Revenue, is a Value-Adding Enterprise. If your entity is value adding according to this definition, there will be enhanced recognition of 125%. This means, if you are a value adding enterprise every rand spent will be multiplied by 1.25 first, before applying the relevant contribution status.

South-Africa’s first B-BBEE verifications agency, Empowerdex, pioneered the empowerment verifications methodology and was actively involved in the drafting of the Codes of Good Practice. It is therefore perfectly positioned to be the provider of your EME certificate.
